      <title>Foster Parents Needed</title>

      <title>Valentine's Cat Rescue Continues</title>

As of February 18, over 40 cats and kittens have been removed from &amp;quot;deplorable&amp;quot; conditions at a central Etobicoke home. The&amp;nbsp;&lt;a id="fck_paste_padding"&gt;﻿&lt;/a&gt;&amp;nbsp;Etobicoke Humane Society, which is now full, is urgently seeking foster parents, adoptive homes, and financial support.&amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
According to Jennie Grado, Volunteer Adoption &amp;amp; Surrender Coordinator, &amp;quot;The Etobicoke Humane Society does not euthanize any animal due to lack of space. Due to the large total number of felines that we have been dealing with since the Valentine's weekend rescue began our shelter is full. We can't take in more animals until we have more foster homes or until more of our cats are adopted. We are appealing to the public to reach out to help us help the cats already at our shelter, and the new ones that have come in from such horrible conditions.&amp;quot;&lt;br /&gt;
&lt;br /&gt;

As previously reported on February 13, an Etobicoke Humane Society Cruelty Agent, Jerry Higgins, removed 28 cats from a central Etobicoke hoarding situation in &amp;quot;deplorable&amp;quot; conditions. At present 21 of those cats are in the care of the Etobicoke Humane Society while 7 went to another shelter.&amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
Since then approximately 25 additional cats have been removed by Etobicoke Humane Society volunteers, and by staff of Toronto Animal Services.&amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
Says Higgins &amp;quot;We knew there were at least 4 more cats in the house, and suspected there might have been more but because of the terrible conditions and need to remove the first 28 we couldn't search for more at the time. We issued OSPCA orders for them to clean the house and get veterinary care for the cats. We knew that we'd be back to check on compliance.&amp;quot;&lt;br /&gt;
&lt;br /&gt;
On February 17 Helder Faria, another Etobicoke Humane Society volunteer Cruelty Agent, went to the home for an investigative follow-up. The conditions were still far from tolerable, and they had not complied with the order for veterinary care. Said Faria, &amp;quot;The conditions were still intolerable. There was so much debris in the house that it was hard to even find the cats. Everywhere you looked you saw cockroaches crawling on the walls and ceiling. It's not a humane way to live - for humans or animals. And we suspected that another full-out search would reveal even more cats or kittens.&amp;quot;&amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
Faria was correct. On February 17 a team from Toronto Animal Services conducted a large-scale search of the house and removed at least 13 additional cats and kittens. According to the OSPCA Act, all cats will be seen by a vet and receive recommended treatment.&amp;nbsp;&lt;/p&gt;</description>

Jerry has always gone above and beyond and is a huge asset to EHS as is our whole cruelty team. The cruelty area is one that deals with&amp;nbsp;the bad more than the good. Our agents put themselves in very risky situations at all hours of the day and night. &lt;/span&gt;&lt;b&gt;Higgins, reflecting on this award and his service as a Cruelty Agent, said&lt;/b&gt;&lt;span style="color: navy"&gt;: &lt;/span&gt;&lt;span style="color: blue"&gt;&amp;ldquo;&lt;i&gt;I'm thrilled with receiving this award. Being an unpaid volunteer is hard work long hours and very rewarding. I do it for love of the animals.&amp;rdquo;&lt;/i&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;

&lt;div&gt;&lt;span style="font-size: 10pt"&gt;Under the OSPCA Act, Animal Cruelty Inspectors and Agents are at the front of the fight in protecting animals throughout Ontario, responding to more than 16,000 animal cruelty complaints annually. When they encounter violations of animal protection laws, they can issue orders, remove animals and lay charges under Canada&amp;rsquo;s Criminal Code. When enforcing animal-cruelty laws, the OSPCA Act gives Agents and Inspectors the same authority as police officers.&lt;/span&gt;&lt;/div&gt;
&lt;div&gt;&lt;b&gt;&amp;nbsp;&lt;/b&gt;&lt;/div&gt;
&lt;div&gt;&lt;b&gt;&lt;span style="font-size: 10pt"&gt;It&amp;rsquo;s Up to the Public&lt;/span&gt;&lt;/b&gt;. &lt;span style="font-size: 10pt"&gt;According to Higgins, &lt;span style="color: blue"&gt;&amp;ldquo;&lt;i&gt;We rely on the public. Currently, the OSPCA Act does not give Inspectors and Agents an automatic right of inspection; this means we need &amp;ldquo;cause&amp;rdquo; before we can investigate. For that, we have to rely on the public to report suspected animal cruelty, abuse, neglect and abandonment. Reports should be made to their nearest Ontario SPCA branch or affiliate, Crime Stoppers or police&lt;/i&gt;.&amp;rdquo;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;
